Urban mobility

We work with the Government to transform cities, using management as a tool to ensure more sustainable mobility.

The recovery and improvement of public spaces for more liveable cities that enhance the fabric of society through equality and inclusion.

We take a holistic or customised approach to developing pedestrian zones, the introduction of bicycle lanes, improvements to public transport, parking management, road planning, etc. All through participatory processes and coordination with technical teams and policymakers.

Infrastructures

Demand estimation of road infrastructures and public transport. Assistance with the design of layouts and link roads. Through the rigorous application of our four-stage multimodal transport model, developed and improved continuously since 1989. And naturally, the use of properly calibrated microscopic simulation models.

Town planning and urban development

We assist with every level of planning. From Town Planning Guidelines (DOTs) and Partial Land Use Plans (PTPs) to General Urban Planning (PGOUs) and any changes made to them (changes to General Plans, Special Plans, etc.). We analyse the consequences and improve the designs of plans from a mobility standpoint. We provide our team’s experience to make the progression from highly strategic planning to the detailed final design.

We provide design criteria and advice on aspects such as density, mixed-use development, pedestrian roads and zones, road networks, public transport networks, parking policies, cycle networks, activities in public spaces, etc. Always aimed at ensuring more sustainable urban development. We have the technical tools and experience necessary to assess the impacts of land use on the transport system.

The Transport Policy influences and is influenced by the Residential or Economic Activity Location Policy, so it is necessary to acknowledge this interaction to prevent well-intended projects whose final outcomes do not fulfil the initial purpose for which they were intended. In fact, it is also common for a process to include certain developments and, much later, when the accessibility system is defined, a good public transport system is demanded despite there being low residential or employment density in some cases.

Government consulting services

The implementation of measures and/or changes arising from the Mobility Plans or any other analysis must be performed properly, using a process that takes into account the different social variables, the stakeholders involved and adequate policy management.

Road safety and the environment

As a matter of fact, these two aspects are factors in all of our studies. At Leber we take care of designing the proposals and measures relating to road safety and calculating the impact of the recommended actions on the environment.

We have also developed specific projects such as the Safe Municipal Mobility Plan for Bilbao, which included a five-year investment plan and our study of External Transport Costs in the Autonomous Community of the Basque Country, conducted for the Basque Government, which has become one of this region’s key studies in this field.
